Tom Carroll served as the founding director of the Center for Advanced Study of International Development at Michigan State University from 1986 to 2000.
As a social scientist with a doctoral degree in political science (and master's and bachelor's degrees in engineering), he has applied survey research, data processing and computer-simulation techniques to the analysis of the diffusion of agricultural innovations in Brazil and to agricultural sector planning in Nigeria and South Korea.
His current interests in international development focus on ways in which intermediary organizations effectively draw upon and enhance local social capital for community development and poverty reduction.
